Role Purpose

MESO invites suitably qualified and experienced professionals to apply for the position of Deputy Programme Director / Head of Operations for the proposed GBV Prevention in Schools Flagship Programme.

The Deputy Programme Director will provide national operational leadership for the programme and will be responsible for translating strategic programme direction into effective implementation execution across all regions. Working under the strategic leadership of the Programme Director, the incumbent will oversee programme operations, consortium implementation coordination, regional delivery performance, operational systems, implementation scheduling, partner accountability, operational problem-solving, and delivery optimisation.

The role will serve as the operational engine of the programme, ensuring that implementation remains on schedule, operationally efficient, responsive to contextual realities, and aligned to programme quality, safeguarding, governance, and performance expectations.

The Deputy Programme Director will work closely with regional implementation partners, technical leads, MERL leadership, safeguarding personnel, finance teams, and external stakeholders to ensure seamless national delivery.

Key ResponsibilitiesOperational Leadership and Programme Delivery Management

  • Provide national operational leadership across all implementation regions.
  • Translate strategic programme plans into operational implementation delivery.
  • Oversee day-to-day programme execution.
  • Ensure implementation milestones are achieved within agreed timelines.
  • Coordinate programme operational delivery across all implementation regions.
  • Monitor implementation performance and operational effectiveness.
  • Drive operational efficiency and implementation discipline.

Consortium and Regional Partner Coordination

  • Coordinate operational delivery across regional implementation partners.
  • Monitor partner implementation performance.
  • Ensure operational consistency across all implementation regions.
  • Support implementation problem-solving and corrective action management.
  • Facilitate regional delivery coordination and escalation management.

Programme Systems and Operational Controls

  • Establish and maintain programme operational systems.
  • Oversee implementation scheduling and operational planning.
  • Ensure effective workflow coordination across programme teams.
  • Support programme compliance and delivery accountability.
  • Maintain implementation reporting discipline.

Stakeholder Coordination

  • Support stakeholder coordination relevant to operational delivery.
  • Facilitate programme coordination with implementation stakeholders.
  • Support institutional engagement where operational intervention is required.

Safeguarding and Risk Oversight

  • Ensure operational compliance with safeguarding protocols.
  • Support implementation risk identification and escalation.
  • Ensure operational issues affecting beneficiary safety are addressed urgently.
  • Support incident management processes.

Monitoring, Performance and Adaptive Management

  • Monitor implementation progress against operational milestones.
  • Support programme performance reviews.
  • Facilitate adaptive operational improvements based on evidence and programme learning.
  • Support MERL implementation integration into operational delivery.

Financial and Resource Oversight

  • Support efficient operational use of programme resources.
  • Monitor operational expenditure alignment with implementation delivery.
  • Support financial accountability through disciplined operational management.

Minimum Qualifications

Applicants must possess:

  • A Master’s degree in Programme Management, Public Administration, Development Studies, Social Sciences, Public Health, Education, Business Management, or a related field.

Minimum Experience

Applicants must demonstrate:

  • A minimum of 8–10 years’ senior programme operations or implementation management experience.
  • Proven experience managing large-scale national or multi-regional programmes.
  • Demonstrated experience coordinating complex implementation teams or consortium delivery models.
  • Experience in donor-funded programme implementation.
  • Experience in operational leadership within social development, education, public health, safeguarding, or related sectors.
  • Strong stakeholder coordination experience.
  • Experience in implementation performance management and operational systems oversight.
