Purpose of the Role
The Technical Specialist will provide senior technical and clinical leadership for the Global Fund PWID programme in South Africa. The postholder will ensure that programme design and implementation are aligned with national and international guidance, support high-quality harm reduction and HIV/TB/hepatitis service delivery, strengthen SR and site capacity, and serve as a technical bridge between the programme, the PWID sector, SANAC, and relevant government and civil society stakeholders. This role is intended for a candidate able to combine clinical credibility, programme leadership, stakeholder management, and public health insight. The role reflects the kind of technical support functions including clinical governance, systems strengthening, capacity building, stakeholder engagement, and technical reporting.
Required Qualifications and Experience
Essential
- Medical degree (MBChB or equivalent recognized in South Africa , OR Masters in Public Health, Bachelor of Nursing OR equivalent qualification in health.
- Current registration with the Health Professions Council of South Africa (HPCSA)/SANC where relevant.
- At least 5–8 years of progressively responsible experience in HIV, TB, infectious diseases, public health, or key population programming
- Demonstrated experience in harm reduction, PWID programming, including service delivery for marginalized populations
- Strong working knowledge of HIV prevention, ART, TB, STIs, viral hepatitis, and integrated clinical pathways
- Experience supporting programme implementation, technical assistance, mentorship, or clinical governance
- Experience working with government, civil society, donor-funded programmes, and community-led structures
Advantageous
- Experience with Global Fund grants, SANAC structures, or key population programming in South Africa
- Experience with OAT/NSP implementation, PWID-friendly service models, or community-based differentiated service delivery
- Experience contributing to operational research, technical writing, or policy processes
