The Quantity Surveyor provides commercial and financial management support to the Facilities & Project Management Division.

The role is responsible for cost planning, procurement support, contract administration, financial monitoring and final account management for maintenance, capital expenditure (CAPEX), compliance and tenant installation projects across the property portfolio.

The Quantity Surveyor ensures that projects are delivered within approved budgets while maintaining financial governance, procurement compliance and value for money.

Key Responsibilities

Cost Planning and Budget Management

  • Prepare cost estimates and feasibility budgets for proposed projects.
  • Assist in the development and validation of CAPEX and R&M budgets.
  • Maintain cost benchmarks and historical cost data for construction and maintenance activities.
  • Provide financial input during project planning and feasibility assessments.

Procurement and Tender Support

  • Assist in the preparation of tender documentation and pricing schedules.
  • Support Supply Chain Management in the commercial evaluation of tender submissions.
  • Review contractor and supplier pricing for accuracy and compliance.
  • Provide recommendations on value engineering opportunities and cost efficiencies.

Contract Administration

  • Administer construction contracts in accordance with JBCC and other applicable contract frameworks.
  • Review and verify contractor payment applications and progress claims.
  • Assess and recommend approval of variation orders and contract adjustments.
  • Maintain contract registers and financial documentation for all projects.

Cost Monitoring and Financial Reporting

  • Monitor project expenditure against approved budgets and cost plans.
  • Prepare monthly cost reports and financial updates for active projects.
  • Identify potential cost risks and budget deviations.
  • Prepare cash flow forecasts and financial projections.

Project Financial Governance

  • Ensure that project financial management complies with:
  • Corporate procurement policies
  • Delegation of Authority (DoA)
  • Internal audit requirements
  • Maintain accurate and auditable commercial record

Final Accounts and Project Close-Out

  • Negotiate and agree final accounts with contractors and consultants.
  • Ensure financial close-out of projects in coordination with Finance.
  • Prepare project cost summaries and financial reconciliation reports.

Qualifications

Minimum:

  • Matric
  • Degree or Diploma

Ideal:

  • Degree or Diploma in Quantity Surveying or Construction Economics.

Experience:

  • Minimum 5–10 years’ experience in quantity surveying or construction cost management.
  • Experience in commercial property, retail developments or portfolio asset management preferred.
  • Experience with CAPEX, R&M and tenant installation projects advantageous.
