Context
The United Nations Office on Drugs and Crime (UNODC) works with Member States to promote justice, the rule of law, and resilient societies by addressing drugs, crime, corruption, terrorism, and transnational organized crime. Within the framework of UNODC’s Strategy for Eastern Africa (2024–2030), the Regional Office for Eastern Africa (ROEA) supports countries in strengthening legal, policy, and institutional responses to organized crime, terrorism, and illicit trafficking. Under its Transnational Organized Crime, Terrorism Prevention and Illicit Trafficking (TOC/CT) Programme, UNODC is implementing Phase IV of the Better Migration Management (BMM) Programme, funded by Germany and the European Union and jointly delivered with CIVIPOL, GIZ, and IOM. Covering the Horn of Africa, the programme aims to promote safe, orderly, and regular migration while preventing trafficking in persons and smuggling of migrants through a human‑rights‑based and regionally coordinated approach. The UN Volunteer will support coordination and implementation of programme activities, contributing to capacity‑building, legislative reform, and regional cooperation efforts.
Description of Duties
- Support programme coordination, implementation, monitoring, and reporting, including organizing meetings and tracking progress.
- Plan and coordinate regional and bilateral training activities, liaising with counterparts, experts, and field staff.
- Maintain engagement with donors, partners, and beneficiaries to ensure timely delivery of technical assistance.
- Contribute to cross‑programmatic activities linking organized crime and terrorism responses.
- Provide substantive inputs to monitoring and evaluation tools, implementation reports, and impact assessments.
- Support research, data collection, analysis, and preparation of threat, trends, and assessment reports.
- Draft background papers, presentations, and other substantive programme materials.
- Participate in field missions and promote volunteerism through UNV initiatives and knowledge‑sharing.
Profile Requirements
- Master’s degree in international relations, international law, political science, programme management, or related fields.
- Minimum 5 years of experience in programme or project management; at least 2 years in crime prevention or criminal justice.
- Experience drafting proposals, reports, research papers, and threat assessments.
- Demonstrated knowledge of organized crime, terrorism prevention, UNODC mandates, and Sub‑Saharan Africa.
- Experience organizing capacity‑building activities in relevant fields.
- Excellent drafting, analytical, and reporting skills; strong leadership and interpersonal abilities.
- Proficiency in MS Office; ability to work independently and in multicultural environments.
- Fluency in English and French.
