Project HOPE and its regional affiliate, African Public Health Network (APHN) seek a Project Director (PD) to provide global leadership and oversight for successful implementation of a Unitaid-funded multi-country initiative, titled INSPIRE: Improving National Supply Chains for Maternal and Newborn Health (MNH) Product Access and Resource Effectiveness. The project will focus on catalyzing improved access to affordable, quality MNH products, in line with national efforts at improving access, resulting in significant public health and economic impact.
The PD will provide technical leadership and oversight for a multi-region initiative, working with a consortium of global and local partners, including Ministries of Health and other government stakeholders. The PD will be responsible for managing project staff, technical and academic sub-partner organizations, and consultants. The PD will assume responsibility for delivering complex project activity outputs and milestones. The PD must ensure effective and respectful communication with donor, partner, and stakeholder entities, and meet Project HOPE and APHN’s high standards for ethical and responsible financial management, data security, and professional integrity. The PD will provide evidence-based and technically sound guidance for program implementation, aligned with global and national policy frameworks. The PD will report directly to APHN leadership, with technical and operational guidance and support from Project HOPE and APHN global and regional staff members.

Responsibilities
- Provide leadership and strategic direction to ensure evidence-based and effective programmatic management of the named project, aligned with donor and host-country government priorities; ensuring timely achievement of project objectives and outcomes.
- Manage the project’s operational, financial, and administrative functions; direct the planning and budgeting processes; design and oversee regular project planning.
- Ensure compliance with the donor and institutional policies in pursuit of stated objectives.
- Ensure the design and deployment of strong and ethical M&E mechanisms, program monitoring tools, and efficient systems to continuously assess and adapt project implementation to guide high quality implementation.
- Develop and maintain strong working relationships and alliances with Unitaid, the relevant countries’ Ministry of Health, private sector partners and other key stakeholders to maximize resources and avoid duplication of efforts.
- Represent Project HOPE and APHN at official fora and disseminate project achievements and lessons learned to key stakeholders, including Unitaid and other implementing partners.
- Develop strategic plans, annual and quarterly work plans, and overall management of the program in line with UNITAID guidelines to achieve project objectives.
- Participate in relevant technical advisory groups with counterparts and partner institutions.
- Oversee preparation of periodic donor reports and public-facing publications.
- Mentor, support, supervise, and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results.
- Ensure all necessary resources for project implementation are available in a timely fashion.
- Provide guidance, in collaboration with key staff, to subcontractors and subgrantees and coordinate activities with other agencies
- Work with finance and project staff to develop and track project budgets and ensure project is implemented within agreed-upon budgetary constraints and regulations.
Required Qualifications
- Master’s degree or equivalent in Public Health, Public Administration or Business Administration, International Development, is strongly preferred.
- At least 15 years of relevant experience, including at least 10 years of senior management experience with demonstrated ability to manage multi-country public health programs in complex environments.
- Substantive institutional representation experience, including engagement with executive level government and donor representatives.
- Strong leadership, administrative, management, presentation, reporting, and communication skills and the ability to implement projects with diverse technical subject matter.
- Excellent negotiation skills and the ability to lead and build consensus, cooperation, and coalitions among individuals with competing interests.
- Demonstrated experience and technical expertise in the following areas: global supply chain management (SCM); multi-national regulatory and/or pooled procurement approaches; and/or last-mile health system logistics.
- Demonstrated ability to research and analyze peer-reviewed public health research, technical policies, regulations and standards, and make recommendations for improvement.
- Professional fluency in English is required.
Preferred Qualifications
- Demonstrated experience with private sector engagement.
- Demonstrated experience managing consortiums and building the capacity of local organizations.
- Working knowledge of the current global health financing innovations landscape, including national budgeting processes, pooled procurements, and regulatory efficiency best-practices.
- Working knowledge of current global technology (software) solutions for advanced data system integration for supply chain optimization, cost-effectiveness, and/or epidemiologic modelling.
- Experience with current market-shaping frameworks and approaches for improving global public health access through strategic value chain engagement.
- Demonstrated outstanding leadership, creative and strategic thinking, organizational, team-building, and representational skills.
- Excellent oral and written communications skills.
- Ability to travel internationally is strongly preferred.
Work Environment
- Typical office environment with exposure to a minimal noise level.
- International travel may be required intermittently.
- Travel for extended periods may be by air and/or other modes of transportation.
- Project HOPE and APHN employees may be required to travel or work in countries where working conditions are classified as “hardship” by the United States Department of State.
- Emergency deployments may be in resource-constrained environments with austere living conditions.
