Role Purpose
MESO invites suitably qualified and experienced professionals to apply for the position of Programme Director / Team Lead for the proposed GBV Prevention in Schools Flagship Programme.
The Programme Director will provide overall strategic leadership, governance oversight, technical accountability, and executive programme management for the national implementation of the programme. As the senior accountable executive, the Programme Director will be responsible for ensuring successful implementation across all programme regions, maintaining donor confidence, ensuring delivery against programme objectives, and providing leadership across programme governance, consortium management, safeguarding assurance, stakeholder engagement, financial stewardship oversight, and strategic decision-making.
The Programme Director will serve as the principal interface between MESO, the funder, strategic government stakeholders, consortium implementation partners, and programme governance structures, ensuring that implementation remains aligned to approved programme methodologies, contractual obligations, safeguarding requirements, and expected impact outcomes.
Key ResponsibilitiesStrategic Leadership and Programme Governance
- Provide overall strategic leadership for the programme.
- Ensure alignment between programme implementation and approved programme objectives.
- Provide executive oversight of programme governance and accountability.
- Lead strategic decision-making and programme direction.
- Ensure effective programme performance management across all implementation regions.
- Chair programme governance and strategic review processes.
- Ensure delivery against approved milestones and implementation commitments.
Consortium and Partner Oversight
- Provide executive oversight of regional implementation partners.
- Ensure effective consortium governance and delivery accountability.
- Lead high-level performance management of implementation partners.
- Approve corrective action interventions where performance gaps arise.
- Ensure implementation consistency across all delivery regions.
Technical and Programme Quality Oversight
- Provide oversight of technical delivery quality across intervention streams.
- Ensure programme implementation remains aligned to approved methodologies.
- Approve strategic programme refinements based on evidence and learning.
- Ensure intervention integrity, technical coherence, and programme quality.
Stakeholder and Strategic Engagement
- Serve as principal programme representative to the funder.
- Lead strategic engagement with education stakeholders and institutional partners.
- Manage high-level stakeholder relationships.
- Support strategic partnership development.
- Represent the programme at governance and strategic forums.
Safeguarding and Risk Oversight
- Maintain executive accountability for safeguarding compliance.
- Ensure child protection obligations are upheld across programme delivery.
- Provide executive oversight of safeguarding incidents and escalation.
- Oversee strategic programme risk management.
Financial Stewardship Oversight
- Provide executive oversight of programme financial accountability.
- Review budget performance and financial risk.
- Support audit readiness and compliance assurance.
- Ensure responsible stewardship of programme resources.
Monitoring, Evaluation and Performance Oversight
- Oversee programme performance measurement and strategic reporting.
- Review evaluation findings and adaptive recommendations.
- Ensure evidence informs programme decision-making.
- Maintain accountability for performance reporting quality.
Minimum Qualifications
Applicants must possess:
- A Master’s degree in Social Sciences, Public Health, Education, Development Studies, Gender Studies, Public Administration, Programme Management, or a related field.
Minimum Experience
Applicants must demonstrate:
- A minimum of 10 years’ senior programme leadership experience.
- Proven leadership of large-scale donor-funded national or multi-provincial programmes.
- Demonstrated experience managing complex consortium or grant-funded implementation models.
- Proven experience in GBV, VAC, safeguarding, education, social development, or related sectors.
- Strong stakeholder engagement experience involving government, funders, and implementation partners.
- Demonstrated financial governance and grant accountability experience.
- Experience overseeing monitoring, evaluation, reporting, and adaptive programme management.
