The Director of Procurement is responsible for providing strategic Leadership, governance, and oversight of the bank’s procurement and supply chain functions.
This role ensures that all procurement activities are conducted with the highest levels of integrity, transparency, value-for- money, and regulatory compliance, while driving the development of a state-of-the-art, technology-enabled procurement department.
The Director ensures alignment with Bank of Tanzania (BoT)regulations, applicable procurement laws, and global best practices
Responsibilities
Strategic Leadership and Governance
- Develop and implement the bank’s procurement strategy, policies, and procedures in alignment with corporate objectives and regulatory requirements.
- Drive modernization of the procurement function through digital systems, automation, analytics, and performance dashboards.
- Build a strong culture of ethical procurement, ensuring zero tolerance for fraud, conflict of interest, or corruption.
Procurement Operations Management
- Oversee end-to-end procurement processes, including planning, sourcing, evaluation, contracting, vendor management, and contract performance monitoring.
- Ensure timely, cost-effective, and quality acquisition of goods, services, and capital investments.
- Implement category management, strategic sourcing, and supplier segmentation frameworks.
- Ensure procurement documentation is complete, accurate, and audit-ready.
- Compliance, Risk Management, and Audit Readiness
- Ensure full adherence to BoT regulations, the Public Procurement Act (where applicable), internal policies, and international banking procurement standards.
- Identify, assess, and mitigate procurement risks, including supply risks and ethical risks.
- Coordinate internal and external procurement audits to ensure timely closure of audit issues.
- Maintain strict segregation of duties and enforce anti-bribery and anti-corruption protocols.
Vendor and Contract Management
- Lead supplier identification, qualification, onboarding, and evaluation in line with the bank procedures and procurement policy.
- Establish and manage long-term strategic supplier partnerships while maintaining independence and fairness.
- Oversee contract negotiations, ensuring favorable terms and protection of bank interests.
- Monitor supplier performance using KPIs and Service Level Agreements (SLAs).
People and Stakeholder Management
- Provide leadership, coaching, and development for procurement staff; build high- performance teams.
- Collaborate with business units to understand requirements and ensure procurement delivers excellent customer service.
- Manage cross-functional relationships, ensuring procurement is viewed as a trusted strategic partner.
- Foster a culture of accountability, professionalism, and continuous improvement.
Requirements
Education
- Bachelor’s degree in Procurement & Supply Chain Management, Business Administration, Finance, Engineering, or related field.
- Master’s degree or MBA is an added advantage.
- Accredited professional certification (e.g., CPSP, CIPS, CSCP, CPPP, or equivalent) is mandatory.
Experience
- Minimum 10 years progressive procurement experience, with at least 5 years in senior leadership roles in a financial institution or large corporate organization.
- Demonstrated experience in implementing modern procurement systems (ERP, e-procurement platforms, spend analytics).
- Strong knowledge of Tanzanian procurement regulations, BoT guidelines, and global procurement best practices.
