Role Overview

The Partnership Officer is responsible for driving partner onboarding and closures, while leading end-to-end operational execution within an assigned state or sector/sub-sector portfolio.

This role requires a highly proactive, execution-focused professional who can independently manage relationships, secure commitments, and ensure programs deliver measurable outcomes. It also requires frequent travel across assigned states and partner locations.

Core Responsibilities

  1. Partnership Development, Onboarding & Closures (Primary Focus)
  • Identify, engage, and onboard corporate, institutional, and government partners.
  • Lead the full partnership lifecycle: prospecting → engagement → negotiation → closure → onboarding → activation.
  • Drive closure of financial and non-financial commitments aligned with BCE targets.
  • Develop tailored partnership propositions and engagement strategies.
  • Maintain strong, ongoing relationships with partners to ensure sustained engagement and delivery.
  • Track partnership pipeline, commitments, and conversion rates.

2.Portfolio Operations & Execution

  • Lead planning and execution of programs within assigned state or sector/sub-sector.
  • Translate partnership commitments into actionable operational plans.
  • Manage timelines, deliverables, and budgets for all portfolio activities.
  • Coordinate with implementation partners, state teams, and service providers.
  • Ensure timely rollout of education interventions (access, learning, teacher support, etc.).
  • Resolve operational bottlenecks quickly and effectively.

3.Performance & Impact Management

  • Define and track KPIs across partnerships and program delivery.
  • Monitor enrolment, retention, and learning outcomes within the portfolio.
  • Work closely with the M&E team to ensure accurate data collection and reporting.
  • Provide regular updates, dashboards, and reports to the CEO and Secretariat.
  • Use data insights to improve performance and inform decision-making.

4.Stakeholder Engagement & Representation

  • Serve as BCE’s primary point of contact for assigned partners and stakeholders.
  • Engage state governments, Ministries of Education, and regulatory bodies.
  • Represent BCE in meetings, roundtables, and field engagements.
  • Support advocacy and visibility efforts in collaboration with the Communications team.

5.Governance, Compliance & Coordination

  • Ensure all activities align with BCE governance frameworks and agreements.
  • Maintain proper documentation of partnerships, contracts, and deliverables.
  • Collaborate with Finance, M&E, and Communications teams for seamless execution.
  • Uphold accountability, transparency, and reporting standards.

  • Number and value of partnerships closed and onboarded
  • Speed and efficiency of partner onboarding and activation
  • Delivery of programs on time and within budget
  • Measurable improvements in enrolment and learning outcomes
  • Strength and retention of partner relationships
  • Quality and timeliness of reporting

Qualifications & Experience

  • Bachelor’s degree in Business, Economics, Public Policy, Development Studies, or a related field. A relevant Master’s degree will be an added advantage.
  • 7–15 years’ experience in partnerships, business development, operations, or program management
  • Proven track record in closing deals, managing stakeholders, and delivering results
  • Experience working with government, private sector, or development organizations
  • Strong financial and operational management capability
  • Experience in the education or social impact sector is an advantage
