Role Purpose
The Operations Manager is responsible for the leadership, coordination, and performance management of all Traffic Management Centre (TMC) operational activities.
The role ensures that incident detection, verification, notification, and reporting processes meet or exceed contractual service levels; that operations staff adhere to all SOPs; and that the TMC maintains a state of operational readiness and compliance with SANRAL’s Freeway Management System (FMS) requirements.
This includes oversight of 24/7 operations, data quality, system utilisation, inter agency coordination, and performance reporting as defined in the Contract Performance Measurement Framework.
Key Tasks
Daily Tasks
- Oversee shift handovers and validate operational readiness of all workstations.
- Monitor ATMS dashboards, CCTV feeds, and incident queues to ensure timely operator actions.
- Validate all incident logs for accuracy, completeness, and adherence to required timelines.
- Approve VMS messaging as per priority rules and real time conditions.
- Review system alarms, device statuses, and escalate maintenance issues.
- Ensure all SOP steps are followed for every incident.
Weekly Tasks
- Conduct operator coaching sessions and address errors identified in ATMS logs.
- Monitor compliance reports, event logs, and performance trends.
- Liaise with maintenance and system support teams regarding device performance issues.
Monthly Tasks
- Produce or approve the monthly Performance Report as required by the contract.
- Support performance meetings with Employer representatives.
- Review trend data on detection, verification, notification, and accuracy KPIs.
- Submit Recovery Plans if performance fell below required standards.
Periodic / As Required
- Lead responses to major or unusual incidents, ensuring multi agency coordination and accurate real time information dissemination.
- Conduct scenario based reviews for critical events or operator errors.
- Participate in audits, quality checks, and system upgrades.
- Support training on new ITS systems, policies, or control centre technologies.
Competencies Required
Technical Competencies (Preferred)
- Advanced understanding of ATMS, CCTV operations, traffic surveillance, and ITS devices.
- Strong knowledge of FMS operational policies (incidents, VMS, VSL, ramp metering, etc.).
- Ability to interpret system performance metrics and statistical reports.
- Understanding of control room design principles and ergonomic requirements.

Qualifications & Experience
- Experience in traffic operations, emergency services, or control centre management.
- Prior supervisory/management experience in a 24/7 operational environment.
- Technical exposure to ITS systems, traffic engineering, or transport operations.
- Formal training in incident management, systems operations, or related disciplines advantageous.
Pay: From R10 000,00 per month
