Position: Operations Manager – Passenger Transport
Industry: Passenger Transport / Bus Negotiated Contract Operations
Job Purpose:
To manage and oversee the daily operational activities of the passenger transport division, ensuring safe, efficient, punctual and cost-effective bus services in line with negotiated contract obligations, company standards, operating licences and applicable South African legislation.
Key Responsibilities:
- Plan, coordinate and supervise daily bus operations, route allocations, shift deployment and service delivery.
- Ensure punctual, safe and professional passenger transport services in accordance with approved timetables and service levels.
- Monitor route adherence, missed trips, delays, incidents, driver conduct and operational exceptions, and implement corrective action.
- Manage drivers, assistants, controllers and operations staff performance, attendance, discipline and development.
- Control operational overtime, resource utilisation and departmental budgets.
- Manage service disruptions, accidents, breakdowns, commuter complaints and operational risk mitigation.
- Liaise with maintenance and workshop teams to ensure fleet readiness and availability for daily service.
- Compile accurate daily, weekly and monthly operational and contract-performance reports.
- Maintain compliance with company procedures and applicable transport, safety and labour requirements.
- Support continuous improvement, route reviews, audits, service changes and contract monitoring processes.
Minimum Requirements:
- Grade 12 / Matric.
- A relevant tertiary qualification in Transport Management, Logistics, Operations Management or a related field will be advantageous.
- A minimum of 5 years’ experience in bus or passenger transport operations, with at least 3 years in a supervisory or management role.
- Proven experience in scheduled passenger transport, contracted services or negotiated contract operations.
- Valid driver’s licence. A PDP and/or Code 14 licence will be advantageous.
- Computer literacy with practical experience in Microsoft Excel, reporting and operational systems.
Knowledge and Competencies:
- Sound understanding of public passenger transport operations, route control, dispatching and service performance management.
- Working knowledge of the National Land Transport Act, road traffic requirements and operating licence obligations relevant to bus services.
- Good understanding of labour legislation, attendance control, overtime verification and disciplinary processes.
- Strong leadership, planning, problem-solving, communication and stakeholder management skills.
- Ability to work under pressure, manage incidents and make sound operational decisions in a live service environment.
The successful candidate must be able to work extended hours as operationally required and must be capable of managing a 24/7 or shift-based transport environment.
