Position: MANAGER: SKILLS PLANNING AND RESEARCH (TEMPORARY – 4 MONTHS)
Job Description
An organisation within the public service education and training sector is seeking to appoint a suitably qualified and experienced Manager:
Skills Planning and Research on a temporary basis for a period of four (4) months.
Purpose of the Role
The successful candidate will be responsible for promoting the integration and coordination of needs-based training within the public service sector. This includes the development and management of the Sector Skills Plan (SSP), oversight of Workplace Skills Plans (WSPs), and leading research initiatives to support skills development priorities.
Key Responsibilities
- Develop, review, and update the Sector Skills Plan (SSP) in line with sector priorities.
- Lead and manage the development and implementation of the research agenda, including innovative methodologies and approaches.
- Oversee qualitative and quantitative research processes, including study design and tool development.
- Manage the evaluation and analysis of Workplace Skills Plans (WSPs) and Annual Training Reports (ATRs).
- Produce analytical reports to inform skills development strategies and interventions.
- Establish and maintain partnerships with universities, TVET colleges, SETAs, and other stakeholders.
- Collaborate with relevant stakeholders to monitor implementation of SSPs and WSPs.
- Lead and manage the Skills Planning and Research function, including staff supervision.
- Develop departmental plans, policies, and budgets.
- Monitor financial resources, risks, and compliance with legislative and regulatory frameworks.
- Drive the implementation of skills planning initiatives within the organisation.
Requirements
Minimum Requirements
- Bachelor’s degree (NQF Level
7) in Human Resources, Education, Social Sciences, Management, or Business Administration. - A postgraduate qualification (NQF Level
8) in a related field will be advantageous. - At least five (5) years’ experience in a skills development, planning, and research environment at supervisory or management level.
- Strong understanding of skills planning frameworks and relevant legislation.
- Sound knowledge of research methodologies and approaches.
