We are seeking an experienced HR Manager for our construction operations in Benghazi. The ideal candidate has 10+ years in HR with deep knowledge of construction workforce dynamics, coordinating mobilizations across projects, and navigating local regulations. This hands-on role balances strategic planning with the daily operational demands of active construction sites.
Responsibilities:
- Lead full-cycle recruitment for Managers, engineers, surveyors, site supervisors, equipment operators, and skilled/unskilled labor, coordinating with project managers to forecast manpower needs for projects.
- Manage mobilization and demobilization of workforce between project sites, ensuring smooth transfer or release of labor as projects complete or new sites launch.
- Oversee payroll processing for site and office staff, verifying timesheets and calculating overtime, night shifts, and site allowances for timely salary disbursement.
- Manage employee relations and grievance resolution, resolving conflicts between site management and labor, and conducting investigations for misconduct or safety violations.
- Administer compensation and benefits including salary benchmarking for construction trades, medical insurance, and social insurance updates.
- Lead performance management by setting KPIs tied to project productivity, conducting appraisals, and linking performance to bonuses and promotions.
- Maintain personnel records, employment contracts, HR dashboards tracking headcount and turnover, and provide regular reports to senior management.
Requirements:
- Education: Bachelor’s degree in HR/Business Administration or related field.
- Experience: 10+ years of experience of leading and managing in a HR function within a fast paced and diverse construction company with 2 years minimum as managerial position.
- Technical Expertise: Proven computer skills (MS Office, HR software’s ERP, HRIS etc. and ability to prepare monthly and weekly reports, policies and procedures.
- Adaptability: Ability to work in challenging environments, deliver results under pressure, and travel within Libya as needed.
- Communication: Fluent in English (written and spoken)
