The Head of Administration is a senior leadership role responsible for the effective management and coordination of the College's day-to-day operations. The position provides strategic oversight across all administrative functions, including Human Resources, Finance, Information Technology, Facilities Management, Examinations, Procurement, and General Administration.
The successful candidate will drive operational excellence, strengthen governance processes, ensure regulatory compliance, and support the achievement of the College's strategic objectives across its member countries.
Key ResponsibilitiesLeadership and Operations Management
- Provide strategic leadership and oversight for all administrative departments and functions.
- Ensure alignment of operational activities with the College's strategic goals, governance framework, and institutional priorities.
- Foster a culture of accountability, collaboration, innovation, and service excellence across all offices and chapters.
Governance and Secretariat Support
- Support the College's governance structures, including the Council, Executive Committee, and statutory committees.
- Coordinate the preparation of institutional reports, board papers, meeting documentation, and governance records.
- Monitor and ensure the timely implementation of decisions, resolutions, and action items arising from governance meetings.
Human Resources Management
- Lead workforce planning, recruitment, onboarding, employee relations, performance management, staff welfare, and succession planning initiatives.
- Ensure compliance with labour laws, employment regulations, and internal HR policies.
- Drive staff development, learning initiatives, and organizational capability-building programs.
Policy Development and Process Improvement
- Develop, review, implement, and monitor institutional policies, systems, and standard operating procedures.
- Identify opportunities for operational efficiency and continuous improvement across administrative functions.
- Lead organizational change management initiatives where required.
Financial and Resource Management
- Oversee budgeting, financial planning, expenditure monitoring, and cost-control processes.
- Ensure effective procurement management and compliance with financial policies and statutory requirements.
- Support financial reporting and resource allocation activities to enhance institutional sustainability.
Stakeholder Engagement and Communication
- Facilitate effective communication and coordination among departments, country offices, chapters, and external stakeholders.
- Build and maintain productive relationships with regulatory bodies, partners, service providers, and other key stakeholders.
Events, Examinations, and Programme Coordination
- Lead the planning and execution of College events, Council meetings, conferences, workshops, and professional examinations.
- Ensure efficient logistical planning and adherence to quality standards, timelines, and operational requirements.
Facilities, Technology, and Asset Management
- Oversee the management and maintenance of office facilities, infrastructure, and institutional assets.
- Ensure the security and effectiveness of IT systems, digital platforms, and information management processes.
- Safeguard both physical and digital institutional resources.
Digital Transformation and Innovation
- Champion the adoption of technology-enabled solutions to improve operational efficiency.
- Drive the integration of digital tools, enterprise systems, and artificial intelligence applications into administrative processes.
- Enhance data management, reporting, workflow automation, and institutional decision-making capabilities.
Compliance and Risk Management
- Monitor compliance with applicable legal, regulatory, and institutional requirements.
- Ensure effective risk management practices across administrative functions.
- Maintain accurate records and support audit and compliance activities.
Executive Support
- Serve as the primary liaison between the Secretariat and the Secretary-General on operational matters.
- Provide timely reports, recommendations, and updates to support executive decision-making.
Qualifications and ExperienceEducation
- Master's Degree in Public Administration, Business Administration, Management, Education, or a related discipline.
- Professional certifications in Human Resources, Project Management, Governance, or related fields will be an added advantage.
Experience
- Minimum of 12 years' progressive experience in senior administrative, operations, or management roles.
- Experience within a professional association, higher education institution, regulatory body, or international organization is highly desirable.
- Demonstrated success in leading multidisciplinary teams across multiple locations or jurisdictions.
Technical Competencies
- Strong understanding of corporate governance, policy development, and regulatory compliance.
- Proven experience in financial management, budgeting, procurement oversight, and resource allocation.
- Excellent organizational, communication, stakeholder management, and leadership skills.
- Experience supporting strategic planning, institutional transformation, and operational improvement initiatives.
- Proficiency in enterprise management systems and modern administrative software.
- Practical knowledge and application of Artificial Intelligence (AI) tools for administration, reporting, communication, and process optimization.
Additional Requirements
- Experience working with multi-country or regional organizations is an advantage.
- Familiarity with the cultural and operational dynamics of the West African region is desirable.
- Knowledge of French and/or Portuguese will be an added advantage.
