Job Description

The Finance Manager provides strategic leadership in safeguarding the organisation’s financial integrity and sustainability in a multi-donor environment. The role ensures financial management in line with internal policies, donor requirements, and statutory regulations.

The position supports strategic and operational decision-making by delivering accurate financial reporting, analysis, and risk assessments. The Finance Manager designs and maintains effective financial systems, controls, and procedures that promote transparency, accountability, integrity, effectiveness, and efficiency.

Working closely with senior management, programme teams, and external stakeholders, the Finance Manager strengthens financial resilience and fosters a culture of ethical financial stewardship.

Roles and Responsibilities

  • Financial Management & Reporting
  • Prepare accurate and timely financial reports for management, donors, and statutory bodies.
  • Monitor financial performance, analyze variances, and recommend corrective actions.
  • Lead preparation, consolidation, and monitoring of organisational and project budgets.
  • Maintain the chart of accounts and ensure accurate financial records.
  • Advise the Country Director on budgets, cash flow, project performance, and financial risks.
  • Review payroll and statutory payments to ensure accurate employee tax (PAYE,UIF etc.) allocation in coordination with HR.
  • Prepare organisational annual budget, budget for funding proposals, etc
  • Produce and share monthly budget vs actual reports with team leaders.
  • Donor Compliance & Grant Management
  • Ensure donor funds are managed in accordance with agreements, guidelines, and audit requirements.
  • Monitor project expenditures and cost allocations against approved budgets.
  • Prepare and submit donor financial reports within agreed timelines.
  • Provide financial input for proposal development.
  • Serve as the focal point for donor financial queries.
  • Ensure consistent use of JRS financial tools, templates, and policies.
  • Internal Controls & Risk Management
  • Implement and enforce financial policies, procedures, and internal controls.
  • Identify financial and administrative risks and recommend mitigation measures.
  • Ensure that the country office has localised, up-to-date financial policies and procedures that are fully aligned with organisational and donor requirements and oversee their effective implementation and compliance.
  • Review financial systems to strengthen controls and compliance.
  • Ensure proper segregation of duties and adherence to procurement and approval processes.
  • Provide technical support and capacity building to finance and project staff.
  • Monitor budget gaps and advise management on financial sustainability.
  • Audits & Statutory Compliance
  • Coordinate organisational, project, and donor audits.
  • Ensure timeous and accurate submission and adherence to regulatory reports and payments ( VAT, EMP201, EMP501, IT12EI, etc)
  • Liaise with auditors, banks, and regulatory authorities.
  • Team Management & Capacity Building
  • Supervise, mentor, and develop finance staff.
  • Deliver training on financial systems, donor compliance, and internal controls.
  • Promote accountability, collaboration, and continuous improvement.
  • Treasury & Cash Flow Management
  • Manage cash flow and liquidity across the organisation.
  • Oversee bank, cash, payroll, and advance reconciliations.
  • Ensure timely disbursement of funds and strong cash controls.
  • Asset Management
  • Maintain and update the asset register.
  • Ensure proper tracking and safeguarding of organisational assets.
  • Other Duties
  • Perform additional duties as assigned by the Country Director.

Qualifications And Requirements

Qualifications and competencies

  • A Bachelor’s degree or Master’s degree in Accounting, Finance, Auditing, Business Administration or related fields is required.
  • Minimum of 5–7 years’ experience in case of a Bachelor's or Master's degree, however, in case of having a Master’s degree, it should be a minimum experience of 2 Experience working with an international humanitarian and/or development of NGO similar to JRS is an added advantage.
  • The candidate should have experience in programme coordination or management, with demonstrated expertise in:
    • Preparing, drafting, and analysing programmatic activities.
    • Budget development and financial management.
    • Coordinating and managing work plans.
    • Representing programmes in engagements with donors and external stakeholders.
  • Proven commitment to integrity, transparency, and accountability, with zero tolerance for fraud or unethical conduct.
  • Strong leadership and coordination skills, with the ability to work collaboratively across departments and with external partners.
  • Strong supervision skills with the ability to take timely and decisive corrective action when required.
  • Experience working with institutional donors (e.g., PRM, Inditex, Misereor).
  • Knowledge of adaptive management approaches in complex programming environments.
  • Solid understanding of forced migration, displacement, and refugee protection frameworks.
  • Experience working effectively in multicultural and multi-faith environments.
  • Strong background in monitoring, evaluation, and learning, including results-based management.
  • Excellent written and verbal communication skills, including donor reporting.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint).
  • Strong English communication skills: knowledge of local languages is an asset.
  • Advanced budgeting and financial management skills.
  • Experience using Microsoft Dynamics NAV (Navision) for financial reporting.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Effective interpersonal and team collaboration skills.
  • Ability to work under pressure and maintain high attention to detail.
  • A valid driver’s licence is required.
