Result of Service
Completed GEF-8 CEO endorsement request package for the Madagascar e-mobility project in the required GEF templates and including all annexes. The consultant will first prepare and share the initial outline of the development strategy and methodology, including a provisional timetable, with UNEP SMU and CMU. This will be followed by the preparation and sharing of the project skeleton document, including the problem tree and Theory of Change. A stakeholder consultation workshop will then be organized, with a summary report prepared and shared with UNEP SMU and CMU. Based on the consultations, the first draft of the CEO Endorsement Document and its annexes will be prepared and shared. A stakeholder validation workshop will subsequently be organized, and a report will be prepared and shared. The final complete GEF CEO Endorsement Document and annexes will then be finalized for PRC review, after which a revised version incorporating PRC comments will be prepared for submission to the GEF. Finally, the CEO Endorsement Document and annexes will be further revised to address any comments from the GEF Secretariat. Performance indicators:
- Submission of the Seven (7) deliverables in accordance with deadlines noted in section 3 and using the right templates provided by the GEF and including all annexes.
- Reports are considered high-quality, as determined by UNEP based on comparison with other terminal review reports and CEO endorsement packages approved by the GEF. All will be electronic submissions.
