We are seeking a strategic and experienced leader with a proven track record in delivering large-scale port, maritime, or logistics infrastructure projects. An accomplished project delivery expert skilled in stakeholder management, financial leadership, and end-to-end project execution—ready to lead a major port development in Pointe-Noire, Congo.

About the International Office?

To deliver on the global expansion ambitions of the UAE’s leadership, AD Ports Group senior management established the international offices (‘IO’) in March 2022. The main function is the origination, assessment, transaction development and implementation of global projects, as well establishing and maintaining relationships with government stakeholders, customers and other partners enabling AD Ports Group to become a true global player in trade and logistics. The operational activity of IO currently focuses in four main geographical regions – Africa, Middle East, Indian Subcontinent & Southeast Asia and Central Asia.

AD Ports Group now has presence in almost 40-plus countries. Some well-established operations, some developing projects and some markets are just opening. The international office focuses on developing projects that support the five clusters of AD Ports Group (Ports, Maritime & Shipping, Logistics, Digital and ECFZ). IO acts as the central bolt connecting these five clusters, bringing them together for projects that benefit the overall growth of trade and industry in the said regions.

Job Purpose

Responsible for leading the end-to-end execution of AD Ports Group’s strategic port and maritime project in Pointe-Noire, Congo. The role ensures full project delivery—covering planning, engineering, construction, commercial readiness, operational setup, and handover—while maintaining strict adherence to governance, safety, and financial standards. The position serves as the primary interface between AD Ports Group, government entities, contractors, and key stakeholders in the region.

Responsibilities

Core Responsibilities:

  • Lead and manage port and maritime projects from initiation to completion, ensuring delivery within approved scope, budget, timeline, and quality.
  • Coordinate with government agencies, port authorities, consultants, contractors, and internal teams to ensure smooth and aligned execution.
  • Identify project risks and implement proactive mitigation strategies while ensuring compliance with HSE, technical, financial, and regulatory requirements.
  • Review and take ownership of all project documentation and technical/commercial inputs to build a clear and robust project implementation plan.
  • Oversee all project components: Civil Works, Equipment Procurement, IT & Systems, Commercial activities, Operations Readiness, HR setup, and administrative functions.
  • Build strong client relationships and support commercial ramp-up in line with the approved business plan.
  • Allocate resources effectively to drive efficiency and deliver project milestones on time.
  • Monitor project progress, analyze operational/financial performance, and implement corrective actions as needed.
  • Ensure full compliance with local regulations, environmental standards, and AD Ports Group governance frameworks.
  • Identify opportunities to enhance workflows, implement process improvements, and adopt best practices.

People Management Responsibilities:

  • Lead, motivate, and guide multidisciplinary project teams with clear goals, responsibilities, and delivery expectations.
  • Conduct performance evaluations, set objectives, and provide feedback to enhance team performance.
  • Mentor junior team members and support their capability development and career growth.
  • Promote a collaborative, transparent, and high-performance culture across all project teams.

Strategic Responsibilities:

  • Support the development and execution of strategic plans for port and maritime projects in the Africa Region.
  • Build strong partnerships with government bodies, key stakeholders, and regional partners.
  • Develop and monitor project budgets to ensure cost efficiency and risk control.
  • Collaborate with Finance, Legal, Procurement, and other corporate support units to ensure full compliance with governance and financial policies.
  • Align project spending with organizational priorities and long-term strategic objectives.

Qualifications:

  • Bachelor’s in Project Management, Construction Management, Civil Engineering, or a related field. Master’s degree preferred.
  • PMP, PRINCE2, or similar project management certification preferred.
  • Minimum 15+ years of Project Implementation experience in large-scale port, maritime, or logistics infrastructure projects.

Required Skills:

  • Proficiency in English and French; additional languages are advantageous.
  • Proven track record delivering complex international projects in emerging markets (Africa experience is highly desirable).
  • Experience in carrying out feasibility studies, implementing & execution project due diligence, with a focus on international project
  • Experience with establishing port infrastructure including business ramp-up.
  • Comfortable and experienced with engaging all levels of stakeholders.
  • Good knowledge and exposure to Congo and west Africa highly appreciated
  • Excellent communication, negotiation, and executive reporting skills.
  • High level of resilience and ability to operate in dynamic and developing environments.
