We are establishing an elite IT department to bid for and execute high-impact, large-scale digital transformation, software engineering, and AI-driven projects across key Ugandan Sectors. 

Role Description

We are seeking a visionary, hyper-certified Chief Technology Officer (CTO) & Chief Data Scientist. This is a dual-capability role for a technical mastermind who can architect massive government systems, design advanced Artificial Intelligence/Machine Learning models, and confidently defend technical proposals before Client Technical Committees. Key Responsibilities

Enterprise Architecture: Design highly available, fault-tolerant, multi-tier architectures capable of handling millions of citizen transactions across ministries.

AI & Data Innovation: Build and deploy Machine Learning models, Natural Language Processing (NLP) tools for local languages, computer vision, and predictive analytics for public sector data.

Technical Bid Governance: Collaborate with the procurement team to author technical proposals, ensuring maximum point-scoring on evaluation matrices.

Stakeholder Management: Present, pitch, and defend complex technical designs to Permanent Secretaries, ICT Directors, and evaluation committees. • Data Compliance: Guarantee all designed systems strictly adhere to Uganda’s Data Protection and Privacy Act.

Qualifications

• Bachelor’s degree in computer science, Software Engineering, Data Science, or a related quantitative field.
• A master’s degree in computer science, IT, or an MBA is highly Required
• 7+ years of verifiable experience in enterprise software/systems architecture.
• 3+ years of practical experience deploying AI, Machine Learning models, or Big Data pipelines into production.
• Proven history of interfacing with or executing technical projects for Ugandan MDAs or regional bodies (e.g., NITA-U, URA, UNBS, EAC). 
• Demonstrated experience leading technology strategy, including architecture design, platform selection, and end-to-end system implementation.
• Proven expertise in data science and analytics, such as statistical modeling, machine learning, data visualization, and experiment design.
• Strong background in data engineering practices, including data warehousing, ETL/ELT pipelines, and working with structured and unstructured data.
• Hands-on experience with software development, version control, and modern development practices (e.g., CI/CD, testing, code review).

• Advanced degree in Computer Science, Data Science, Engineering, Mathematics, or a related field, or equivalent practical experience.
• Experience working in emerging markets or high-growth environments is an advantage, as is prior leadership in a startup or innovation-focused organization.
