Position Overview

The Office of New York State Senator Stephen T. Chan is seeking a highly motivated and experienced Chief of Operations to serve as the office’s senior authority on intergovernmental coordination, internal administration, and operational execution.

This position functions in a capacity comparable to a Chief of Staff for Operations, overseeing both external government engagement and internal office management. The Chief of Operations ensures that the Senator’s legislative priorities, district initiatives, and constituent services are executed efficiently, strategically, and with accountability.

Salary: $60,000 – $80,000 annually

Schedule: Flexible hours; weekend work required

Key Responsibilities

Executive Intergovernmental Leadership

  • Serve as the principal liaison between the Senator’s office and New York State agencies, public authorities, and Senate administrative divisions.
  • Build and maintain high-level relationships with senior government officials to facilitate coordination and expedited responses.
  • Coordinate with municipal, county, and federal entities—including city agencies, mayoral offices, borough leadership, and congressional offices—on cross-jurisdictional matters.
  • Represent the Senator’s office in intergovernmental meetings, negotiations, and working groups

Agency Strategy, Escalation & Issue Resolution

  • Direct strategic engagement with government agencies across key issue areas including public safety, housing, transportation, infrastructure, and social services.
  • Manage escalation of unresolved or sensitive matters to senior leadership within agencies and executive offices.
  • Establish tracking systems and accountability structures for agency follow-up and performance.
  • Lead coordination on high-impact and time-sensitive issues.

Cross-Government Coordination & Policy Implementation

  • Oversee complex, multi-agency coordination to implement legislative initiatives and district projects.
  • Ensure alignment between state agencies, local governments, and partner organizations.
  • Support legislative implementation through coordination on rulemaking, program rollout, and enforcement.
  • Integrate intergovernmental work with legislative, communications, and district operations

District Operations & Constituent Impact

  • Oversee integration of agency coordination within constituent services operations.
  • Manage complex constituent cases involving multiple agencies (housing, healthcare, transportation, public safety).
  • Coordinate agency response during emergencies, service disruptions, and high-profile incidents.
  • Ensure timely, accountable, and effective resolution of district concerns

Scheduling Authority & Executive Time Management

  • Provide strategic oversight of the Senator’s scheduling operation.
  • Prioritize meetings, events, and engagements to maximize effectiveness.
  • Coordinate logistics and preparation for all official engagements.
  • Resolve scheduling conflicts with discretion and sound judgment.
  • Ensure the Senator is fully briefed and operationally prepared.

Internal Governance & Strategic Alignment

  • Advise the Senator on operational strategy and intergovernmental matters.
  • Develop systems to improve internal efficiency, communication, and coordination.
  • Establish protocols for professional engagement with agencies and partners.
  • Align operations with legislative priorities and district needs.

Operational Authority & Accountability

  • Exercise delegated authority on operational and administrative matters.
  • Maintain full oversight of office operations and intergovernmental activity.
  • Ensure all critical issues are tracked, addressed, and resolved.
  • Serve as the central point of accountability for execution and performance.

Qualifications

Education

  • Bachelor’s degree from an accredited four-year college or university required.
  • Degree in public administration, political science, government, law, or a related field preferred.

Experience

  • Minimum of 5+ years of relevant professional experience in government, public administration, legislative offices, or a related field.
  • Demonstrated experience in intergovernmental coordination and agency engagement, preferably within New York State or New York City government.
  • Prior experience in a supervisory or senior operational role strongly preferred.
  • Proven ability to manage complex projects, high-pressure situations, and cross-agency initiatives

Skills & Competencies

  • Strong leadership, management, and organizational skills.
  • Excellent communication, negotiation, and problem-solving abilities.
  • Ability to operate with discretion, sound judgment, and political awareness.
  • Familiarity with New York State and New York City government structures strongly preferred.
