Job Purpose
An opportunity exists for two experienced Buyers to provide on‑site Supply Chain Management (SCM) support within a public sector environment. The successful candidates will support the execution of RFQs and tender processes, assist with procurement administration, and help reduce an existing procurement backlog while ensuring full legislative compliance
Key Responsibilities
- RFQ Management
- Prepare, issue, and manage Requests for Quotation (RFQs) in line with PFMA, Treasury Regulations, and internal SCM policies
- Evaluate quotations and compile recommendation reports
- Coordinate supplier communication and manage RFQ responses
- Maintain accurate and auditable procurement records
Tender Support
- Assist with the preparation and management of tender documentation
- Support evaluation processes in collaboration with internal stakeholders
- Ensure compliance with public sector procurement legislation
- Engage suppliers regarding clarifications, submissions, and outcomes
SCM Administration
- Maintain and update procurement registers and records
- Monitor procurement timelines to ensure deadlines are met
- Provide guidance to internal staff on SCM processes and policies
- Support SCM improvement initiatives to enhance operational efficiency
Deliverables
- Timeous processing of RFQs and tenders to reduce procurement backlogs
- Accurate and compliant procurement documentation
- Ongoing reporting on procurement status, risks, and delays
- Full compliance with PFMA, Treasury Regulations, and SCM instruction notes
Minimum Requirements
- Minimum 5 years’ experience in procurement / SCM within a public sector or regulated environment
- Proven experience managing RFQs and tender processes
- Strong knowledge of PFMA / MFMA, Treasury Regulations, and SCM policies
- Experience supporting SCM audits and responding to audit queries
Relevant NQF Level 6 qualification (National Diploma) in:
- Supply Chain Management
- Procurement
- Finance
- Business Administration
- Logistics or related field
